Invest - Capricorn Coast Region

Livingstone Regional Profile

From beach to bush to burgeoning urban centres, the Capricorn Coast region is the enviable destination of choice for 37,455 residents.  Situated approximately 600 kilometres from Brisbane along Central Queensland’s Capricorn Coast, the region spans over 11,776 km2 and boasts a unique relaxed lifestyle, strong community values and diverse natural landscapes.

 

The region is home to a growing business community, offering extensive investment opportunities in general industry, construction and engineering, tourism, retail, hospitality and agriculture.  The Capricorn Coast region’s economy has a current Gross Regional Product (GRP) of more than A$1.38 billion.  Over the last five years to December 2016 Livingstone (S) GRP increased at an average rate of 3.0 %, 0.8 % higher than other regional Queensland areas (id, 2015-16).
 
The region’s current population of 37,455 is projected to grow by approximately 20,000 over the next 19 years to 57,042 by 2036 (QGSO 2015 medium series), providing an ever-expanding client base and local workforce to meet the needs of new business and industry as new investment takes place.  Affordable living and lower commercial rental rates are attracting new investment away from high cost urban centres.  The median house price (ending December 2016) is $385,000, with a median house rent of $310 (twelve months ending March 2017).
 
The Capricorn Coast region’s industry base has broadened over the past decade, with growth in the education, healthcare and professional service sectors. The region’s top five industry sectors by total employment are agriculture, construction, manufacturing, healthcare and public administration and safety (.id, 2015-16).
The region’s s solid economic growth is underpined by its extensive tourism offering with countless natural, cultural and entertainment attractions.  Tourism is already an important part of the economy directly providing 8.2 % of all jobs and contributing 5.7% to the local economy.
 
Recently, Council has undertaken several major infrastructure projects, including the $53 million revitalisation of the Yeppoon Foreshore and Town Centre, $6.225 million Local Disaster Coordination Centre, and the $30 million Panorama Drive Northern Strategic Link Road to foster further growth.

Yeppoon Lagoon

Thousands are expected to enjoy the new $45 million facility which has been a vision for Livingstone Shire Council for nearly 20 years.
Minister for Regional Development, Territories and Local Government John McVeigh said the project would promote economic growth by attracting international and domestic tourists.
"This is a wonderful project for Yeppoon that has transformed the foreshore. The upgraded facilities and infrastructure are expected to increase tourism, attract new major events and providing affordable recreational opportunities to locals and tourists," Dr McVeigh said.
"The Capricorn Coast is a beautiful part of Australia, we hope that tourists will not only choose to come here but stay longer. The number of overnight visitors is expected to increase by up to 20 per cent or 30,000 people each year supporting economic development in the region.
"Importantly, this project also created 180 jobs during construction, and up to 20 ongoing jobs which means more families spending more, investing more and driving more jobs and confidence in the local community." 
Livingstone Shire mayor Bill Ludiwg said the lagoon was something to be incredibly proud of and classed it "the best in Australia".  
"As we've seen Stage 3, 4 and now 5 of the Yeppoon Town Centre and Foreshore Revitalisation Project unfold in just over two-and-half-years, this world-class facility aptly completes this fantastic and major infrastructure development, dramatically transforming Yeppoon's foreshore," Mayor Ludwig said.
"The Queensland and Australian Governments must be commended for their exceptional support of the Yeppoon Foreshore and Town Centre Revitalisation Project and their joint investment in the critical infrastructure needed to further drive local job creation and enhance liveability for local residents.
"I must also thank all those who have played an active role in assisting to make this community vision a reality.
"From the Steering Committee, design teams, Project Management and Executive Leadership teams and builders, to the fantastic input and support from the wider community, everyone has put in a fantastic effort in delivering a truly world-class development," Mayor Ludwig said.
Federal Member for Capricornia Michelle Landry said tourism is a key industry for the Capricorn Coast. 

"Lagoon Precinct is the spectacular centrepiece of the broader $45 million Yeppoon Foreshore and Town Centre Revitalisation Project, which includes an infinity pool with stunning views over the Keppel Islands," Ms Landry said.
"The Coalition Government is proud to have supported this project in partnership with the Livingstone Shire Council and Queensland Government to make this grand vision a reality, which will encourage additional spending in the region.
"Forty-five cents in every dollar spent in Australia by international or local visitors is spent in regional areas, and this project will give visitors every opportunity to take advantage of the world-class sites nearby."
Assistant Minister for Education and Member for Keppel Brittany Lauga said the entire Yeppoon Town Centre and Foreshore Revitalisation Project will help further propel the Capricorn Coast's tourism industry.

Capricorn Coast poised to harness booming Asian growth. 

AS WEALTH continues to build for our Asian neighbours, they are looking to the Capricorn Coast as the new land of opportunity.
Word is slowly spreading about the pristine environment in our backyard and if some clever investing was done in CQ infrastructure now, big rewards could be reaped down the track.
NAIF CEO Laurie Walker said the board of infrastructure was very aware of positioning Northern Australia to take advantage of the burgeoning Asian economy over the coming years.
"I think there's an amazing story to be told about the growing middle class in Asia," Ms Walker said.
"It's saying by 2030, two thirds of the world's middle class and 50 per cent of the world's GDP will be in the Asia Pacific.
"That is just staggering, you're got this massive increase in the Asian middle class going from 500m in 2017, forecast to be over three billion by 2030 - that's 12 years away." 
She said, like with any middle class, they're wanting access to clean green food, particularly protein, agriculture, aquaculture, medical services, educational services, tourism and all of these things, North Australia was able to deliver.
"There has never been a time in history when that demand that is so proximate to Northern Australia is there and we are really the only developed nation in the world with the proximity and the capability and the world class regulatory standards that are what that middle class are looking for."

 
Livingstone Shire Mayor Bill Ludwig is very aware of the opportunities that are waiting to be harnessed by tapping into the Asian market.
He said local governments were increasingly being asked to play a pivotal role in facilitating and encouraging international trade, investment and tourism opportunities.
After being invited to participate in a Federal Government Trade Mission to Singapore last year, Cr Ludwig said the key to achieving greater regional economic outcomes was to develop a collective and targeted strategic approach.
"From primary production and natural resources, to industry, innovation, education, tourism and lifestyle; Central Queensland is in a pivotal position to capitalise on the opportunities presented by rapidly growing China and Asian markets," Cr Ludwig (pictured) said.
"The growing interest from China in relation to developing trade and investment opportunities here in Central Queensland was further highlighted by the direct invitation extended to Livingstone last year to visit China to establish friendship city and economic bonds with both the city of Yangzhong and town of Xinba, in Jiangsu Province.
"Yangzhong and Xinba have highly diversified economies that include a formidable reputation as a world leader in solar energy research, development and manufacture." 
As part of that trip, he said the Livingstone delegation was also invited to make presentations to promote our region at both the annual Green Energy Conference in Yangzhong and International Furniture Fair launch in Shanghai.
"The Yuexing Group is currently now researching and investigating investment opportunities including the potential development of island and mainland based tourism operations."
While it was still early days, Cr Ludwig said the recent investment visits certainly confirmed that there was a genuine interest to establish Central Queensland as a potential major destination for the growing outbound China tourism market.

"We are in the process of hosting various Asian groups who have recognised the natural beauty of our region with the coast and are also now coming to understand the depth of opportunity and the strength of the very diversified economy that Central Queensland has," Mr O'Driscoll said.
"There's also a growing knowledge about the strength of our grazing and agricultural industries.
"Now that they have inspected the assets on offer, tourism is something that they recognise as an industry that could launch this area on the national and international stage."
Mr O'Driscoll said high profile visiting delegations were amazed by the beauty that the Capricorn Coast and island group had and did not know existed prior to the inspections.
"They're going through their due process, looking at what opportunities there are before they go to that next phase where they select property and purchase it," he said.
"They are gathering their knowledge, starting to understand the region in depth and are now starting to drill down to the particular properties that really take their interest."
One group has been back four times over the past three years.
Mr O'Driscoll said although they weren't across the line by any means, to have a group come back so many times showed a strength of faith, willingness and a growing interest.

Keppel MP Brittany Lauga regards the economic future of tourism in Central Queensland as being intrinsically linked to our relationship with Asia.
She said her government was focused on strengthening direct links with Asia noting that last year alone, a record 488,000 Chinese visitor Queensland last year spending $1.08 billion.
The local economy will benefit from a flourishing GKI, and the State Government is putting $25 million in funding on the table to ensure more jobs in the region's tourism industry.
Included in the $25 million GKI recovery package are key power and water connections, sewerage treatment, a public jetty and boat ramp as well as amenities for visitors, including public toilets.
The GKI commitment was part of a $134m package to secure more direct international flights and cruise ships and rejuvenate Great Barrier Reef island resorts if the Palaszczuk Government was re-elected.
"The Palaszczuk Government has already secured new international flights bringing an additional 740,000 seats and injecting $570 million into our economy every year," Mrs Lauga said.

Chinese Investment in Zilzie

Chinese investor buys major Capricorn Coast resort.

A CHINESE businessman has bought a major Capricorn Coast resort, signalling a new direction for tourism in the region.
Knight Frank Rockhampton Principal Pat O'Driscoll sold the Keppel Cove master planned mixed use tourism and residential development to Ding Zuo Hong from Jiangzu China.
The development was the brainchild of former British earthmover, builder and resort owner Chris Dadson and his wife Rita. 

Mr Dadson moved to the Capricorn Coast in 1989 and saw the opportunity to develop a township at Zilzie Bay.  
In 2010, Mr Dadson told The Morning Bulletin he saw a "mini city" when he purchased the 406 hectares of beachfront land on Svendsen Road.
The Keppel Cove resort, about 45km from Rockhampton, covered 215 ha with substantial infrastructure.
Mr and Mrs Dadson sold the property, which includes an 18-hole golf course, substantial clubhouse and conference and wedding facility, lakes system and residential allotments, to Ron Bakir.
The facility has been closed since about 2014.

New owner Mr Ding is a respected entrepreneur and businessman in China, starting his career making fine furniture which was the commencement of his growth into various industries including tourism.
"Mr Ding was invited to visit Rockhampton and the Capricorn Coast by friends for a holiday and fell in love with our region, our weather, our natural geographical beauty, clean air and water," Mr O'Driscoll said.
"He enjoyed the fishing and boating trips around Great Keppel Island and has returned to the island four times.
"Now four years later after investigating and inspecting all opportunities, his company has now completed the acquisition of Keppel Cove.
"The intention is to upgrade the golf club with hotel component and expand the resort precinct and continue to develop the residential offering over the coming years.
"Mr Ding also commented that the local councils especially Mayors Ludwig and Strelow and the local communities have made him feel most welcome and he is excited about the future in our region."
Livingstone Shire mayor Bill Ludwig said the investment would be a catalyst for revitalizing the coast's tourism market.
He praised the Dadsons for their vision and years of commitment.
